I'm trying to add new sprint and cannot find the button to add new sprints

In order to add new sprints you need to have the Manage Sprints permission in the project.

Yes, Manage Sprints permission is in addition. Jira uses three different permissions: global, project and issue security. Each project has a permission scheme that sets the permission for the project, one of which is the manage sprints permission. Take a look at Permission overview for more information.
