2. How to recover lost data .

1. The UI data is stored internally on the server.

2. Lost data cannot be recovered by definition.

I want to know how to recreate indexes from the database?

Do you mean the search indices? That's Admin -> Indexing -> Re-index

Or do you mean the indices in the database? That's a DBA task, and depends on which database you are using.
