JIRA doesn't send an invite to the email

I have a problem

I am an admin of JIRA Software account for my company and G Suite account.

1. I have created new G Suite account <email> 
2. Then I have created an account in JIRA for this email address
3. My college sign-in to g suite account sometime later and doesn't find the invitation from JIRA 

Now I am trying to resend him the invitation, and JIRA said it did it but invitation doesn't appear in the G mail account. 

 

The same problem with another email address ...

 

Please, tell me what I did wrong?
