Cog menu missing

I'm new to being anything but a basic JIRA user. My admin is new to JIRA.

What we want to do is grant me "Administer projects" for a particular project. So in the project configuration under roles he granted me the permission. We do not want me to be a full admin.

However the Cog menu doesn't show up. What are we doing wrong?

We are using Server 7.9

just check, if the role you have been added to is also granted to "Administer Project" Permission in the permission scheme.
