I would like to create a filter in Jira that shows me all test cases for user stories that are not available in a specific test execution.
@Sonja Schneider, i think the Community needs more details to assist. Are you using some test case/planning addon for Jira or are you somehow managing test cases natively in Jira. What defines a test execution?
