How can I add more user

I am currently using JIRA ON DEMAND with 25 users, how to add more users on one account?

My future plans will use a JIRA ON DEMAND that already exist for 256 user, while the user quotas are available 500 users. The rest of the unused quota would be inefficient. Is there any solution for this?
