in jira servicedesk you have the ability to flag a comment as share with customer or comment internally. Is there a way of doing this in jira? I would like to added the reporter to be notified of comments but there are some comments i would like to keep internal.

You can limit the visibility of the comments per role.
If the developers are on one role and the reporter on another, you can restrict the visibility of the developers comments to their role only.
this is standard jira, you don't need to setup anything, just select the role after the comment:
