How can I view the development panel in the new jira UI?

In the issue view, I do not seem to have a development panel in the new Jira UI... does anyone know how to enable it?

Do you have a JIRA Software license? Only users who are counted against JIRA Software license can view the development panel.

If that is the case, make sure you have the "View development tools" project permission.
