The bug issue type is not available in any issue type scheme. I don't want to create it myself since it should be there by default.
Bug Issue types are only available in Software Projects.Is your project under Software Category? Or is a business project?
It will be created when you create a project using an issue type scheme that includes it. But there's no harm in creating it yourself.
