How do I edit a board? I'm a JIRA-Admin but the "..." isn't visible

Can someone tell me how to edit my board?  The help article says to navigate to the board and click "..." link.  Well this link isn't visible on the page and I'm a JIRA Admin.

I've tried with and without the "New Experience".

The feedback feature throws and error too, by the way.

What type of error are you getting?

Being a JIRA administrator is a different thing than being an admin of a board or a project. 
To edit the board, you must be added as one of the board's administrators as well.

Try from the top menu Boards > View all boards then you should see the "..."
