Can't get evaluation licence

I'm trying to get evaluation license for the any add-ons (i tried with numerous), and instead Get License Message i'm getting follow answer:

Are you developing your own add-on? If so, you may want to look at: https://community.developer.atlassian.com

Otherwise, can you tell us on what website and where in it's UI you are seeing the above error?
