Can a REST post call be made to jira cloud addon from external server?

I want to send Nagios parameters to jira cloud addon through a url as:

{base-url}/rest/atlassian-connect/1/addons/my-add-on-key/properties/my-property-key

Is the above url allows us to push post data from external server to Jira cloud addon?
