How can I set creater of an issue to defaul assignee?

If I'm reading your question correctly;

Add a POST function to the creation transition in the workflow. Use the 'Assign to Reporter' option. (Note: The Reporter is the creator in Jira) This person will also need to have the 'assignable' permission.
