Today just bought the monthly package.
We can't create a Project in dashboard.
Also, earlier we used to use the cloud option at teamgravitum.atlassian.net, how do we use that again?
I have to assume you mean "Cloud" on this, not "Server", and I need to guess my way through some of what you've said because it is very unclear. I don't think you have "Server" at all.
I suspect your "stopped renewing JIRA subscription" has shut down your teamgravitum.atlassian.net Cloud system, as you need to keep paying to use a Cloud service.
You've now bought another Cloud system, but can't create a project. That suggests the person trying to create the project simply does not have the administration permission. Check the global permissions for them.
