Where can I find the 'Fields Required' validator?

This question is in reference to Atlassian Documentation: How to make Epic Link required on JIRA Software issue create screen

I am trying to make the Epic Link required.  However, when I attempt to add a Validator, I don't see any option for "Fields Required'.  Am I looking in the wrong place?

To add to Joe's answer, the JIRA Suite Utilities add-on is not enabled by default.

I believe it is part of jira-suite-utilities, which is available on cloud
