Is it possible to report on who assigned an issue?

Since issue producers can be both producres and consumers of issues, most people can assign issues. However, we are seeing cases where issues are being inappropriately assigned. We would like to be able to who assigned the issue. I can see who assigned the issue if I look at the history of a single issue, but I am not seeing how I can report on this for multiple issues.
