How to attach and review PDF in JIRA issues? Is some plugging for it?

No plugin needed. You can attach a PDF in JIRA and a Approve / Review Statuses in workflow. Once the someone whom you give permission to approve/review does the same then the workflow status would move to approve and thus it would mean that the PDF has been reviewed/Approved
