Can't see that "text" vs "visual" tabs neither under description editor, nor in Comment editor

This question is in reference to Atlassian Documentation: JIRA Software 7.2.x release notes

Upgraded the DEV system to 7.2.1, but can't see the advertised "text"/"visual" tabs below text editors.
