Help the ScrumMaster: do all tasks that are 'In Progress' have a changed estimation for the current day?

In our Scrum project the ScrumMaster needs to ensure that every Team Member changed the 'Remaining Estimate' of his tasks every day.

Therefore we need the possibility to get a view that shows all issues that are 'In Progress' but has no CHANGED 'Remaining Estimate' at this day. With that result the ScrumMaster is able to tell the assignee that he should change the 'Remaining Estimate' for his tasks. This will keep focuessed and help us to have a hour burndown that is 'latest' as possible.

mmm. This is equivalent of saing that all the tasks in progress have a logwork in the previous day.

You would need some sort of 'NOT CHANGED' jql operator, currently there is only the CHANGED operator and it only supports the the Assignee, Fix Version, Priority, Reporter, Resolution and Status fields only.
