Trying to create a search to see if there are any Epics that have ever had time logged to them, not sure how to search "no time ever logged" with JQL? We want the team to log to issues under the Epic, not at the Epic level.

How are you doing your time tracking? Tempo?
You should be able to just query for the field values used to track time.
