why 4x runners are not available it's only getting queued

Yes, the plan matters. The step options doc has it as "4x, 8x, 16x, 24x, and 32x pipelines size options are only available for builds running on a paid Bitbucket Cloud plan (Standard or Premium)".
I'd look at Workspace settings, Plan details first. A missed payment can drop a workspace to Free, or deactivate it if you're on the newer billing, and either way 4x is gone. That would fit it working before. Free also stops at 50 build minutes a month, no going over, and 4x burns four times the minutes.
The docs don't say what a 4x step does on Free though, so queued fits but it isn't written anywhere.
Self-hosted runners queue for other reasons. Is this Atlassian's cloud runners with size: 4x in the yml, or your own?
