The options you mention are based on Atlassian Cloud, these options are not available in JIra DC

Are you able to see the options?

Can you provide a screen images of what you see versus what the other user sees?

Has the other user tried any of the following?

* a different browser application
* a private browser window
* clearing the cache of their browser application
