I need to export backlog and active user stories to Excel format. How do I do that? I have no Export menu in my Jira interface.

You can search for the issues you want to export and export them to CSV from issue navigator. See https://confluence.atlassian.com/jiracoreserver073/working-with-search-results-861257284.html#Workingwithsearchresults-Exportingyoursearchresults
In the latest version, Excel option is missing. You have to export as CSV and then change the format.
