i am not able to logging into jira portal and not able to see the service managment tool

Welcome to the community.
You need to reach out to the admins of your Jira Cloud instance and have them check you account.
Community members or Atlassian Support can't assist in this, only an admin of the JSM you want to access can grant you permissions.
