Hi. As admin user, not able to find any option in Settings to enable Issue Tracker. What could be the problem? Is Issue Tracker available for Bitbucket cloud free plan?

Welcome to the community!
This has nothing to do with the workspace's billing plan. Issue trackers are not supported in repositories that belong to workspaces administered through https://admin.atlassian.com/. All new workspaces in Bitbucket Cloud are now created only via https://admin.atlassian.com/.
The issue tracker feature is only available to repositories belonging to older workspaces that were not created via https://admin.atlassian.com/.
You can look into using Jira instead:
