Is it possible to run an API Post/update without sending out a notification email?

The API updates will trigger the same email notifications that would fire if the action was done in the GUI.
If you want to run something from the API that would avoid sending out notifications you would have to account for that somehow in the notification scheme, which I do not think is possible without some Marketplace addon or custom scripting. Also if users are following issues you are updating they would still get the notifications.
