We need to complete a task once a month and would like to be able to create a recurring Jira sub-task under one of our stories. Is it possible we can have access to be able to create this using Automation rule?

We are a community of users of our own copies of the Atlassian products. We are not the administrators of your specific Jira instance and cannot adjust your permissions.
You will need to contact the administrators of your Jira instance to ask if you can be granted that level of access.
If you are unsure who those people are, I suggest that you try contacting the technical support team for your company, or the person who first instructed you to access the Jira instance.
