is it possible to create a forum using jira or confluence ?

Using jira, i guess it would be possible to host a forum :

- each ticket is a user question and it coul be possible answer it inside the comment of the ticket.

- when the question is answered, the status of the ticket can be closed.

Are they specific jira plugin that could be used to have a real forum ?

or maybe using confluence ?

for instance, this forum is maybe done using atlassian tools ?

Unfortunately no, that is not possible in either tool.

You could look at the 3rd party app Communities for Jira, this as you are running on DC.

For Confluence there are multiple options, see, https://marketplace.atlassian.com/search?hosting=dataCenter&product=confluence&query=forum

what if user ask questions using a jira ticket ? and then I can close the status of the ticket when a correct answer is added.

the different answer could be written in the discussion part of the ticket.

I can create a workflow with "open, in progresss, close" status and it could help me to detect question that still need answer.

it should work this way, don't you think ?
