The terms folder and cycle are no terms used in the context of Jira
In your last screenshot you are showing test capabilities, what marketplace app are you using in Jira for test management?

If you clone a folder, I think it clones with al issues, but in the same project.
You should be able to use that in another project.
But to be sure, reach out to the vendor, via their support. They should be able to give you a definitive answer.
