@Lisa New (I saw you posted this question for the Cloud, too, but this one is for the Data Center.)
You can use the Better Excel Exporter app to export comments along with other issue fields to a spreadsheet like this:
As you see, comment author, time and text appear in separate columns having the correct data type.
