Can you share the snapshot for the Users Profile from the user administration settings?

The error means that while the user is active they don't have Confluence product access.

Can you check the User Administration Options

Snippet of the steps:

Go to your site's Admin at admin.atlassian.com. If you're an admin for multiple sites or an organization admin, click the site's name and URL to open the Admin for that site.

From Users Option, open the user whose access you want to verify.
