Can we have a bar graph for completed vs incomplete resolution and month.Only for closed status and issuetype=Bug

How do you differentiate between completed and incomplete bugs? Are you using a custom field to store completion information, can we detect complete issues with a JQL?

We have resolution field that is present on transitions screen,it pops up when we close bug,yes we can detect the issues with the help of JQL

Your request is a bit unclear. Completed vs Incomplete are values of Resolution field?
You want this for issues in the Closed state, but it doesn't mean the Resolution field is set already for the closed issues?! Could you please provide a mockup/sample?
You might be able to display a chart like this by using the Pivot Table & Pivot Chart gadget offered by our Great Gadgets app.

Yes Resolution is a field.
A bar graph that splits by closed bugs by resolution type complete or incomplete over time(so that I can compare month over month)

Status:closed
Resolution( have to fill when u close): complete or incomplete

At this point in time your closed issues are all complete.
I guess what you are looking for is historical bar chart. For the bugs that are in closed status today, how many of them was incomplete last month or the month before. It is not possible to get such a report either with Jira's built-in gadget or using our marketplace apps.
I suggest that you create number of bugs resolved over time chart instead. Below is a sample chart created using Reports - Charts and Graphs for Jira Dashboard app developed by our team.
