How to migrate attachments from one jira data centre instance to another Jira Data centre instance with python code for a beginner?

I would suggest just following the migration guide here https://confluence.atlassian.com/adminjiraserver/migrating-jira-applications-to-another-server-938846962.html I am not sure why you would migrate using python as that would be a lot of additional work and could have timeout issues, etc.
