I’m looking for advice on what should happen to inactive users’ data. Jira issues, plans, boards, filters, etc. Confluence personal spaces, pages,other spaces. Bitbucket, bamboo, fe/cru!?!

Any data belonging to a user that is inactive will be retained. The issue is that sometimes it can be hard to access/modify. For example, if a user owned a filter, you'd need to contact the instance admin to change the filter owner in order to modify it. It really just depends on the product.
Is there something in particular you are concerned about losing?
Not specifically concerned about losing some. More curious to know what others do.
