Does "Copy product data" require a single user with org admin rights in both source and target

We want to move a single Jira Software project from Developer organization source to Customer organization target. We read the tree of "Copy product data" docs and checked community questions

Do any of the following apply. If not, please describe

1. Is the named migrate plan shareable with the target org admin
2. Does the source org admin need an account on the target as an org admin
3. Does the migrate plan generate a migrate file

To copy data to a different organization, you need to be an organization admin for both organizations
