Adding custom field under JIRA basic field

Dear all,

Our project is using JIRA 4.0.1.
I added 1 custom field to our customized screen.
And that field is shown above 'comment', 'viewable by' fields which seem to be basic fields of JIRA.

Please refer to below screenshot.

I want to move 'Final SPEC reviewed PM' which I added as custom field to our screen under 'Viewable By'.

How could I do that?

You cannot add fields below the Comment field.
