This is not possible with out-of-the-box Jira. The lower levels of the issue hierarchy in Jira are fixed like this:
> Epic
- - > Standard issue types (Story, Task, Bug, and any custom types you create yourself)
- - - - - > Sub-task issue types
You cannot change this hierarchy, so as task and bug are at the same level, it is not possible to define one as a parent for the other.
On a premium plan, you can extend the hierarchy above epics, but it still remains impossible to change the lower three levels of hierarchy.
If you really want to work around that, you can have a look at marketplace apps to create custom hierarchies , which often leverage issue links to work around this limitation.
