Export a complete JIRA instance from one server to another

Question

Is there a way to export a complete JIRA instance from one server to another that has the same version of JIRA but has an empty instance. Or a way to export and import configurations (issue types, workflows, screens, custom fields, etc.)

If you want to:

* ...clone absolutely everything, including both configuration and data (projects, issues, users, etc.), then use the Backup - Restore approach!
* ...clone configuration only and do that selectively, then the Configuration Manager app is pretty handy!
