we are in the process of consolidating all of our Atlassian products onto Data Center. Several project teams have their own instances of Bitbucket Cloud. I don't see a tool that migrates from Bitbucket Cloud to Data Center. Is there a tool for this?

There is not tool for that. You need to setup dc app and then you need to create empty projects and repositories on DC and then migrate repos by using git commands - https://www.atlassian.com/git/tutorials/git-move-repository
