Not all groups/project roles available for filter sharing

When I try to edit my filter shares (as basic setup for a Agile Board) only a few of the project roles are shown up. Same thing with groups - only ~20 groups and most of them have nothing to do with project or the permissions on the filter results.

Is there any configuration I can adjust so this will work?

I really don't want to use "everyone" just because a somewhat limited selection is presented.

As far as I know you can only share with Groups and Roles you self belong to as well as Projects you have Browse Project permission.

Edit: found following line in the JIRA docs:

Note that you can only share filters with groups/roles of which you are a member.
