Is there a way to force the order of items when using CSV upload?

Question

I am using the CSV upload feature as a way to create a template board when starting a new project. I want the items to be added to the board in a specific order. However, when I upload the items, they land on the new board in a seemingly random order.

How can I force the order they added to the new board when creating the items from an uploaded CSV?

So I am thinking you could create a base/template project with all of those tasks. And then clone that project using an add-on like Deep Clone or Revyz Backup and Restore app - they have an option to clone a project.

We have a standard launch checklist that every projects we run starts with. Other tasks get added/removed, but we have a baseline list of ~40 tasks that apply to ALL projects. I am trying to find a repeatable way to start a new JWM board with those ~40 tasks in place, configured the same.
