Jira software start not working it is not creating start process id

when executing start-jira.sh script to start Jira software the corresponding process id is not created. Before to stop i used kill -9 process_id to stop jira. Will this kill command have any effect in creating start process id. 

 

If so please provide solution for this.

It is hard to say what is going on without checking the logs, but maybe there is lock.file still there that prevents from starting?
