I am trying to transfer org admin to another user but following instructions I do not see Administrators on the left hand menu.
https://admin.atlassian.com/ ==> Pick the organization==>Settings from top of the page==>Administrators from left side panel==>Add Admins

try going to Users , find the desired user, click show details and click ellipses in upper t right and select assign Org role
