Restrict a user to prevent editing other user's issue type with a catch

Question

Have a tricky situation wherein I need to prevent editing of an issue type ticket (let's say the issue type name is CMR) created by others by just one user but still allow this user to be able to create CMR issue type tickets and well as edit just his/her own created CMR tickets only. Is this possible to enforce such limitations to just one user and specific to one issue type ticket in Jira software (server platform)?

Maybe:

* Behaviour(ScriptRunner) for issue type that allow set it by specific user.
* Reporter in edit Permission that restrict edit to just his/her own created
