How can I share a filter with just one person?

I need to share a saved filter with one person. This is for two reasons - one, so that the filter is limited to a particular manager and director, and two, so that I can hopefully limit the resulting DataPlane report to one person.  

 

How can I do this without asking an admin to create a group with one person?
