we need to clean up the multiple user roles and make them unique user role with their email ID's, so that wecan delete duplicate users from the Server as part of server migration to Cloud.

When you go to the Troubleshooting and Support page in your instance, if your Jira version is recent enough you will see the duplicate user warning there:
There is a link on how to resolve this. If you take a look at the linked KB article:https://confluence.atlassian.com/jirakb/health-check-duplicate-user-accounts-1063554355.html
You will see that there is an endpoint available to get the number of duplicates as well as the detailed list of accounts via a REST call.
