Thank you for reaching out to Atlassian Community.

Currently, there's no concept of a Project Owner in Bitbucket Cloud, like there is in Jira, for example.

Any bitbucket workspace administrator has the ability to create a new project under the workspace, and this project will not be attached to any user.
