There's a reason the field is locked, mostly about preventing misconfiguration. Could you explain why you want to unlock it?

For reporting and traceability, the field has data in it, if your users have populated it. You don't need to unlock it to use it.
Do not do it! Hacking JIRA constrains may cause unpredictable errors.

For unlocking the fields you can refer to the Jira's KB https://confluence.atlassian.com/jirakb/how-to-unlock-a-locked-field-779158866.html, if it is a blocker for you.

Remember that they are on Cloud, so they can't unlock fields. And they wouldn't want to anyway.
