Can Jira automatically send email to watching list when dependency ticket is resolved?

For example, if I have ticket B that depends on ticket A, when ticket A is completed (done), can I program Jira so that Jira will send email to people on watch list of ticket B?

Ideally, if I can program Jira to send notification based on particular status (such as custom status "ReadyToRelease"), it would be even better because we don't necessarily need to wait for ticket A to be completely done before starting ticket B

Yes, you can create an automation that will post an update as a comment to ticket B once Ticket A is resolved. This will trigger a notification to all watchers of ticket B. I have done this in the past and had it post a generic comment like "the dependency for this ticket is resolved". Would that help?
