program permissions

This question is in reference to Atlassian Documentation: Managing Project Permissions

I am an administrator with full permissions yet I am told I don't have permissions to create a Program.

This is counter intuitive to me.

I think that here you think about BigPicture plugin. Am I right?

Add yourself to administrator of BigPicture plugin. Then you will be able to create program.
